Enel Global Infrastructure and Networks is looking for a new design for a sustainable street cabinet (a built-in container for the distribution of electricity containing new diagnostic devices and tools) which must have innovative features in design and materials, incorporating the principles of circular economy and sustainability.
The new design must ensure the complete observance of the technical and safety regulations currently in adoption for its use and installation. Its dimensions must also take into account the need to contain all the equipment internally required.
The street cabinets constitute electrical infrastructures on the street dedicated to the control of the low voltage electricity grid by Enel's expert workforce.
The technological development of the Enel Group has recently led to a technological evolution of the street cabinet: it is now defined as SMART because it contains a special terminal block, remote switches and an advanced sensor kit for monitoring electrical and environmental data measurements.
Over six years ago, Enel undertook the transition towards a sustainable business model, with a marked acceleration of decarbonization. In line with this decision, Enel extended this approach to all of the Group's businesses in 2016 by adopting, among other things, the concept of circular economy as a strategic driver. Enel's vision of circular economy is not limited to just recycling materials, it extends to business activities along the entire value chain, starting from the design and procurement phases up to production and end-of-life management: to be truly effective, this approach must be applied from the design stage and must guide the design of the new street cabinet.
This challenge provides contribution to the following Sustainable Development Goals (SDGs):

The use of street cabinets follows daily and ordinary activities that require internal operations and inspections only by Enel workers, aimed at checking the structure and verifying its integrity in the event of accidental impacts or any tampering. For the safety of Enel’s specialist workforce and third parties such as pedestrians, the cabinet complies with specific safety conditions described later in the document.
Enel Global Infrastructure and Networks (EGI&N) is looking for a new design for a new and sustainable street cabinet (a built-in container for the distribution of electricity containing new diagnostic devices and tools), which must have innovative features in design and materials , incorporating the principles of circular economy and sustainability.
The development of the new street cabinet will have to address the following requirements:
1. Comply with the technical, safety and security requirements currently in adoption by Enel for the external container and its internal components;
2. Have suitable dimensions for the installation of all components;
3. Respond to a better integration with the urban or rural context where it is installed (possibly with the possibility of foreseeing more variations of its version based on the context);
4. Incorporate into its design and implement as much as possible, the main principles of circular economy and sustainability;
5. Promote and valorize the corporate image of Enel and its vision through the cabinet's design;
6. Provide the possibility to convey messages aimed at various stakeholders of the Company.
TECHNICAL REQUIREMENTS OF STREET CABINET
The cabinet is used to contain unified LV disconnection terminal blocks or measuring units and electronic communication and control equipment. It must provide two compartments, segregated in terms of electrical safety and interference between the two types of equipment:
- One compartment is intended for LV power terminal blocks or measuring units;
- The other is one for electronic communication and control equipment.
The street cabinet must comply with the following characteristics:
- Dimensions compatible with easy installation and correct operation of the internal equipment:
- Low Voltage terminal board measuring 470mm(H) x 430mm (W) x 100mm (D) and complying with the reference technical standards CEI EN 61439-1, CEI EN 61439-5, IEC 60112, and IEC 60695-11-10. The terminal board may be equipped with a motorized breaker; in which case, the dimensions will be 470mm(H) x 461mm(W) x 200mm(D);
- Measuring units:
- Electronic communication and control equipment measuring 200mm x 461mm x 150mm (these dimensions refer only to the devices). The DIN bars deep and the backplane deep have to be added. Compatibility with standard rack 19” 4U will be a plus.
- Allow the easy installation of n.16 LV cables each with a maximum capacity of 318 A, nominal insulation voltage U0/U = 0,6/1 kV, and maximum temperature of the cable lugs of 90° C (K=40°C); cables can be both copper with section up to 95 mm2 or aluminum of section up to 240 mm2;
- Allow the installation of the Three-Phase Electronic Meter ≥ 20 kW (semi-direct insertion only with external CTs);
- Allow the installation of two Single-Phase Electronic Meters ≤ 10 kW and one Three-Phase Electronic Meter ≤ 15 kW;
- Allow the installation of electronic devices and accessories in the dedicated compartment;
- Provide the possibility to access internal equipment through a door or two independent doors (one for each compartment for example);
- Provide a protected path for cables between compartments;
- Provide optional shielded slits to allow cooling of the compartments by natural ventilation, in compliance with the IP 34D requirement;
- Possibility of affixing the e-distribution logo label and electrocution warning label on the door;
- Possibility of installing a pin or mechatronic key lock;
- Burglar-proof level II in accordance with EN UNI 1627 standards;
- Any metal components must be made of stainless steel;
- Unified solution foresees SMC material (thermosetting polyester resin) based on polyester or GRP material (glass reinforced plastic), a different material is allowed;
- Unified solution foresees the gray color RAL 7001, a different color or colors are allowed.
In the design phase, please take into account that any prototype will be subjected to all the type tests required by the technical standards for distribution boards in public network.
For the materials:
- The street cabinet is currently made with SMC (thermosetting polyester resin) based on polyester or GRP (reinforced plastic glass); alternative materials to this type of resin are allowed as long as they are characterized by superior environmental sustainability. It is desirable, where compatible with current regulations, the use of secondary raw materials, in the percentages allowed by the standards, especially as an alternative to the resin currently in use;
- The material must allow or improve the use, accessibility and safety performance of the cabinet in relation to the work processes in which it is involved.
For the design:
- Meet all the safety and technical requirements contemplated today by Enel.
- Promote a positive visual impact of these infrastructures that improve their insertion into local contexts, favoring their reception in a closer dialogue with the nature of the places where they are located.
- Be the expression of a design research capable of providing the smart street cabinet with new quality and innovation.
- Be a symbol of a new vision of energy promoted and communicated by the Company: more participatory, bidirectional, sustainable, and evolved, forming a closer relationship between the Company and its customers. Provide for the possibility of conveying messages aimed at customers or at the Company’s various stakeholders.
- Possess the requirements of realization and economic feasibility.
- Integrate the circular perspective into the design in order to ensure the asset’s longevity, favor modularity and therefore the replacement and maintenance of components, as well as the recycling/reuse of the cabinet’s materials at the end of its life. The main drivers of a Circular by Design approach concern:
- Structure/architecture of the product: Reduce the number of components compared to the main functionalities required and a design that facilitates the removal of hazardous materials;
- Components: Use long-lasting components and avoid hazardous materials;
- Materials: Select recyclable/recycled materials and with low energy intensity as well as minimize the variability of materials used. In the analysis of materials the assessment must be made taking into account regulation IEC62474, REACH (European Union Regulation for the Registration, Evaluation, Authorisation and Restriction of Chemicals) and RoHS (Restriction of Hazardous Substances, Directive 2002/95/EC);
- Design for dismantling: The product must be designed in such a way as to facilitate the dismantling and recovery of all materials at the end of their life.
The submitted proposal should contain two parts:
- Solution description including:
- A description of the proposed solution with an explanation of how the Applicant proposes to address the Solution Requirements as listed above. The Applicant can withhold proprietary details, but should provide convincing evidence for Enel to appreciate the merits of the proposal and be comfortable that the solution can work effectively;
- A brief discussion of capabilities, facilities/equipment, and relevant expertise for executing the proposed solution. The Applicant should explain what they can provide and what might be required of the Scouter;
- An overview of the proposed path forward (materials, deliverables, timelines, cost estimates);
- 3D renderings, views of the street cabinet placed in its contexts of use, a visual study of the technical characteristics (section views, exploded views, etc.) (in a pdf file);
- Technical drawings with all the dimensions (in a pdf file). Confirmation of all requirements or declaration of the requirement not respected.
- General information about the Applicant including:
- The key contact person for this Challenge (including phone number and email address);
- Organization/Company/University name and address (including website, if available).
All Applicants are invited to read carefully the challenge and the “Challenge Terms and Conditions” of this challenge (see the Attachments section below), before submitting a solution.
Applicants must explain their proposals clearly in English or Italian, and can attach documents (max 5 files, 25MB total size) if needed.

Challenge, award, IP rights
EGI&N will award:
- To the first-place winner an amount of 20,000 euros;
- To the second-place winner an amount of 10,000 euros;
- To the applicants selected for the option/p re-emption right an amount of 7.000 euros.
The winning Applicants and the Applicants selected for the exert of the pre-emption/option right (“Selected Applicants”) will have to sign a separate written agreement (“IPRs Agreement”) with the Scouter for the permanent transfer of intellectual property rights, included the economic exploitation rights license related to the Proposals (more details are available in Paragraph 9 of the “Challenge Terms and Conditions”).
Submissions to this Challenge must be received by 11:59 PM (Central European Time) on September 30, 2021.

What happens next?
After the Challenge deadline, the Scouter will complete the review process and make a decision with regards to the Winning Solution(s). All Applicants who submit a proposal will be notified on the status of their submissions. Enel will evaluate the proposals using the following criteria:
