Enel seeks solutions that aim to answer the digital connectivity needs within rural communities and marginal areas in cities to allow them to reduce digital breech and have an improved access to information, energy and other services including education and health applications. The challenge aims to co-design new digital solutions ensuring the welfare of marginalised rural communities and cities’ areas and provide them with the benefits of connectivity.



As energy access has become vital for our communities, we cannot allow digital connectivity to become another obstacle in the face of factors such as a pandemic, which has brought on increased social inequality throughout the world. Our priority is, and will continue to be, to ensure continuity of the services we provide and the security of the power system in all the countries in which we operate. In addition to this, as we move forward into the “new normal”, we must constantly and proactively consider the needs and priorities of societies to create and accept new challenges that redefine an increasingly competitive business model, develop new strategies and innovate processes through scalable solutions.



The development of digital infrastructures, services and applications has led not only to more connected communities but has had a direct effect on community welfare. Despite the evolution of network processes, approximately 3.8 billion people (half of the world’s population) still do not have access to the Internet. In developing countries, the lack of digital awareness and the high costs of service acquisition and infrastructure deployment have left a significant percentage of rural populations without the benefits of connectivity. As the world moves towards the post-pandemic digital era, we would like to propose a challenge to the innovation community in order to make tangible contributions to the development and connectivity of these rural communities and marginal areas in cities.

Enel seeks to co-develop with solvers in order to break the barriers of inequality and bring about new sustainable solutions that integrate social-environmental factors in business processes throughout the entire value chain. Through a constant and proactive approach to society needs, we aim to develop sustainable business models that can drive change in society and provide not only cleaner, more powerful energy for all, but also a sustainable development of communities. Among the solutions currently applied, we have for instance shared our power plants’ Wi-Fi to the adjacent communities in rural areas as well as seen digital incubators that have allowed rural communities to stay connected. As this socio-economic need grows, we must provide connectivity in an independent way by leveraging for instance satellite technology, low-cost technologies, microcredits or other platforms and business models that can transform these communities into more interconnected spaces.



Enel seeks solutions that aim to answer the digital connectivity needs within rural communities and marginal areas in cities to allow them to reduce digital breech and have an improved access to information, energy and other services including education and health applications. Our objective is to create a positive impact on the people and areas where we operate, where we produce our energy and where we dispatch it.

This challenge aims to address the following:

  • Identify technological solutions that can provide digital connectivity in rural communities and marginal areas in cities regardless of the diversified Infrastructure development.
  • Identify business models already in place to be developed or replicated in order to help rural communities and communities in marginal areas in cities to self-develop sustainable digital connectivity infrastructure.



Solutions have to be certified and have info on which country regulations they are compliant to.

Solutions should not interfere with normal activities.

Solutions should guarantee the privacy of users.



The submitted proposal should consist of a detailed technical and/or business model description, including:  

  • Examples of deployments or applications already done if any; 
  • Advantages and weaknesses of the proposed solution compared to other solutions; 
  • Constrains or technological gaps for the solution adoption; 
  • Data, case studies, patents and journal references or any additional material that supports the proposed solution; 
  • Cost estimation of the proposed solutions. 


This challenge provides contribution to the following sustainable development goals (SDGs) to transform our world:

  • SDG 4: Quality Education
  • SDG 8: Decent Work and Economic Growth
  • SDG 10: Reduced Inequality
  • SDG 11: Sustainable Cities and Communities.

Challenge rules

All proposers are invited to read carefully the challenges and the Regulation of this challenge, attached below in the Attachments section, before submitting a solution.

By submitting a solution they automatically accept the attached Regulations other than the Terms of Use of this platform.

Explain your proposal clearly and attach documents if needed (max 5 files, 25MB total size).



This Campaign is dedicated to startups, scaleups and SMEs, incorporated in any country, with a technology and/or solution at commercial level (TRL ≥ 7).



This is an electronic Request-for-Partners (eRFP) Challenge. The Solver will write a preliminary proposal to be evaluated by the Seeker with the goal of considering a collaboration

All intellectual property rights, if any, in the idea or concept demonstrated by the Proposed Solution will remain with the Solver. 



Submissions to this Challenge must be received by 11:59 PM (Central European Time) on November 30th, 2020.

Late submissions will not be considered.

What happens next?

The Enel Innovation Hubs team will evaluate the Proposals, getting in touch with the Solver if additional information is needed.

Following this preliminary evaluation, the Proposal(s) that meet the requirements of the Challenge will be further evaluated by one or more relevant Enel companies and/or business lines.

Enel will evaluate the proposal using the following criteria:

  • Overall scientific and technical feasibility of the proposed solution;
  • Economic potential of concept (e.g. Total Cost of Ownership);
  • Business potential for Enel;
  • Novelty and not obviousness;
  • Potential for proprietary position (i.e., is the technology novel or protectable);
  • User’s capabilities and related experience;
  • Realism of the proposed solution;
  • Maturity level of the proposal.


In case the reward includes “Collaboration and testing agreement”, once suitable solution/s will be identified, Enel will reserve the opportunity to start a collaboration, by way of example, all or part of the following activities:

  • Test execution;
  • Supply of prototypes (if an equipment);
  • Installation and site tests;
  • Follow up and monitoring of the proposed idea behavior.


At the end of the assessment, you will receive feedback.
