Is there any way to avoid it? Or is there a way to identify the parking areas dedicated to recharging on the Enel X Recharge App as 'unavailable' in the case of unauthorized parking?

THE PROBLEM
Sometimes, users of electric vehicles cannot charge their cars because the reserved parking area is occupied by a gasoline car.
Imagine driving an electric car and needing to recharge the battery, you get to the charging column marked as available, but you find it occupied by a non-electric vehicle. Is there any way to avoid it? Or, is there a way to identify the parking areas dedicated to recharging on the Enel X Recharge App as 'unavailable' in the case of unauthorized parking?

SCENARIO
As more charging stations are deployed in the cities and more parking spaces are reserved for those cars, more people start to use the reserved area. This is maximized by the low penetration of EVs we have right know. We know that this problem is happening in other countries as well not only in the south of Europe. Therefore, the use of the infrastructure is not maximize (we can get less value) and the customer charging experience is not satisfactory.
BACKGROUND
Millennials are the generation between 18 and 29 years old.

THE CHALLENGE
Enel X is looking for solutions that can solved the problem explained above.
Important note: the Seeker is interested in solutions that clearly provide a leap forward in comparison to the solutions currently available in the market.
Any proposed solution should address the following Solution Requirements:
There should be no third party patent art preventing the use of specific equipment and materials for their commercial application.
This challenge provides contribution to the following SDGs:

The proposals will be admitted until 30 January 2019.
All proposers are invited to read carefully the challenge and the Regulation of this contest (attached at the bottom of this page) before to submit a solution.
By submitting a solution they automatically accept the Regulations other than the Terms of Usage of this platform.
An Enel technical panel will evaluate your proposal and might contact you to gather additional information.
